Send Valbullion?
Administration is urging members to post in NPC actions in one another's threads. Things like introducing a group of vagabonds into the mix, throwing down a random event or effect, something to keep things from stagnating.
Three caveats:
1. If the thread is specifically closed and you have not been invited by the creator, don't crash the party.
2. If majority of the players ignore your effect, it's probably for a good reason, so don't push the issue. Just shrug your shoulders and move along to whatever other threads you have going on, they obviously don't appreciate your effort.
3. Mind what you are NPC'ing and to what extent. This is not a permission slip to take control of other member's creations, such as nation's military or members of a certain group, without discussing it with them first. This is more for general things that don't really belong to any one person. (Ex. It's okay to play a member of the local guard, but not a high ranking general from the nation's military without permission first).
Continuing to post when unwanted is spam and will be treated as such.
