The Imperial Edict

As the Arcane East was host to a number of independent city-states and self-sustaining establishments prior to the rise of the Carmine Empire, it was decided to allow these kings and queens of old to retain control over their holdings. Because of this autonomous manner of ruling, there is a great deal of variation in the regional governments within the Empire. So long as these Lords fulfill their duties to the broader Empire, their rules will generally be accepted by the higher authorities with little or no interference.

The Imperial Edict is the boundary that all lords within the Empire must operate within. As these laws hail directly from the Red City, and the Emperor himself, they are to be followed first and foremost in any situation. Should a regional law (a law exclusive to a city-state and its demesne) conflict with any law of the Edict, said regional law is therein void and illegal, and is to be revised or otherwise stricken from record.

The Imperial Edict is as follows:

 

ARTICLE I –VISITORS, RESIDENCY & CITIZENSHIP

CODE 1.1

All visitors found not to be guests of the Emperor or Empress must be documented and obtain a certified temporary visa, prior to entering the Empire’s domain.

1.1-A: A visa can be invalidated at any time.

1.1-B: All visas expire after three months of the day they are acquired.

1.1-C: Individuals seeking to reenter the Empire after their visa has expired must wait a period of no less than two months before being eligible to renew their visa.

 

CODE 1.2

Visitors seeking to become citizens of the Empire may do so through a naturalization process, which first requires the individual in question to obtain residency. To become a resident of the Empire, you must acquire and maintain a registered address and gainful employment for no less than six months.

1.2-A: Residency may be denied or revoked at any time. Upon the termination of a residency, all possessions acquired during said tenure thus become property of the Empire.

1.2-B: Criminal actions of any manner will result in the immediate failure of residency, immediate expulsion, and the permanent forbearance of seeking residency or citizenship within the Empire.

1.2-C: Heretical actions of any manner against the Church will result in the immediate failure of residency, immediate imprisonment or expulsion, and the permanent forbearance of seeking residency or citizenship within the Empire.

1.2-D: You make not seek residency in any other realm (city-state, city, town, village, etc.) while undergoing your residency process within the Carmine Empire.

1.2-E: Residency may be offered to visitors upon the marriage of a current Empire citizen. The visitor in question must maintain the requirements of residency for two full solar years before they may be considered a citizen. Marriages of this particular nature are considered permanent. Annulment and divorce is not optional.

 

CODE 1.3

To become a citizen, you must maintain your residency in good status for a full solar year. After this, you must then undergo a series of tests to ensure you meet all the political, religious, and economical quotas the Empire finds desirable. Upon successfully meeting all these requirements, an individual may then call themselves a citizen.

1.3-A: Citizenship may only be revoked the Imperial Court. Upon the termination of one’s citizenship, all possessions acquired during said tenure are passed to spouse and/or offspring. In cases where the former citizen in question has no spouse or offspring, all possessions thus become property of the Empire.

1.3-B: Criminal activity considered misdemeanor in nature will result in the immediate termination of citizenship and expulsion from the Empire. Alternatively, those convicted of misdemeanor crimes can opt to serve a solar year in prison to have their citizenship reinstated upon time served.

1.3-C: Criminal activity considered a felony in nature will result in the immediate termination of citizenship and permanent expulsion from the Empire. In more severe instances, convicted citizens may be sentenced to death.

1.3-D: Heretical actions of any manner against the Church will result in the immediate termination of citizenship and immediate execution of the convicted persons.

1.3-E: You may not seek citizenship any other realm (city-state, city, town, village, etc.) while undergoing your citizen process within the Carmine Empire.

 

ARTICLE II—THE METAMORPHOSIS CODES

CODE 1.1

You may never feed upon a resident or citizen of the Empire without their expressly given consent.

1.1-A: Under no circumstances may you feed on a member of the Clergy.

CODE 1.2

You may never “turn” a resident or citizen of the Empire without their consent.

1.2-A: Individuals turned by any non-human must be reported and documented within the Empire’s database. The non-human in question is responsible for their charge for the first fifty years of their new life. In this time, the non-human must provide their charge with food, shelter, and gainful employment. Should their charge become a burden to the empire, or engage in unlawful activity, both the charge and non-human shall suffer the punishments for said crimes equally.

1.2-B: Individuals accidentally turned by a non-human must be reported and documented within the Empire’s database. The non-human in question is permanently responsible for their charge. In this time, the non-human in question must provide their charge with food, shelter, and gainful employment. Should their charge become a burden on the empire, or engage in unlawful activity, both the charge and non-human shall suffer the punishments for said crimes equally.

CODE 1.3

With the exception of legally designated areas within the Empire, you may never feed in public. These certified areas included, but are not limited to: the wild, specific cities, certified establishments within specific cities, slaughter houses, et cetera.

1.3-A [Vampiric]: When feeding it public it must either be from the neck or wrist. Provocative vein-stems will not be tolerated.

1.3-B [Vampiric]: Public feeding must be clean and neat. Excess blood spillage will not be tolerated.

1.3-C [Lycan]: With the exception of the wilds and lycan-dominated cities, under no circumstance may you feed in public viewing in your transformed state.

 

ARTICLE III—TRADES, PURCHASE & DEBTS

CODE 1.1

All transactions within the Empire shall be done so honestly, with all known information readily available at the time of purchase.

1.1-A: In the event of a dispute, local law enforcement has the final say on all matters within the Empire.

CODE 1.2

All goods sold within the Empire are to be of the finest possible quality.

1.2-A: Items found to be cheap or faulty shall be refunded at triple their original cost.

CODE 1.3

With the exception of goods from Nich’e and San Yara, all foreign products are to be sold at a bare minimum of twice the standard imperial price.

CODE 1.4

All debts are to be settled in full by the date mutually decided by all parties involved. No timeframe may be smaller than two months.

1.4-A: In the instance of monetary debts, a 7% monthly-compounding interest shall be applied to the balance should it remained unpaid by the original due date.

1.4-B: In the instance of servitude debts, any attempt to deter the timeframe shall add an additional five years onto the original sentencing.

 

ARTICLE IV—CIVIL DUTIES AND EXPECTATIONS

CODE 1.1

You are to report any crime you bear witness to or hear, regardless of whether or not you believe it is a rumor.

CODE 1.2

All residents and citizens are to spend no less than two months’ time attending basic combative classes offered by the nearest military facility.

CODE 1.3

Every female citizen must bear at least one child by their thirtieth year.

1.3-A: Women with child must attend mandatory monthly check-ups.

1.3-B: Bastards (i.e children born out of wedlock), or those without families able to support them shall be taken under the charge of the state.

1.3-C: Children born with defects and handicaps are to turned over to the State.

CODE 1.4

Individuals with confirmed genetic conditions and anomalies of ill-repute may not reproduce under any circumstance.

1.4-A: In the case of an accidental pregnancy, the pregnancy is to be terminated immediately.

CODE 1.5

You are to neutralize any threat to your fellow man, or the Empire, that is within your ability to do so.

1.5-A: Should you find yourself incapable of eliminating said threat, immediately report it your nearest available law enforcement.

CODE 1.6

You are to treat your fellow citizens and residents with the utmost respect at all times. Be kind and helpful when and where you’re able.

1.6-A: Xenophobia will not be tolerated.

CODE 1.7

The Imperial Guard, and to an even greater extent, the Church, speaks with the authority of the God-Emperor. You are to obey their orders, in time of peace and time of war, without complaint or question.

1.7-A: If you feel a member of the Imperial Guard or Church has overstepped their station, report the incident through proper channels. Never take matters into your own hands.

CODE 1.8

Basic principles of right and wrong (e.g. murder, thievery, extortion, breaking and entering, etc.) and, to a lesser extent, many of the Genesarian-specific bylaws governing the morality of the land apply to all corners of the Empire.

 

ARTICLE V—RELIGIOUS TOLERANCE AND ACCEPTANCE

CODE 1.1

The Sitraic Faith is the official religion of the Carmine Empire.

1.1-A: All residents and citizens of the Empire must have the freedom to worship Sauriel, Lord of Veins, deity of the Faith and Living God-Emperor of the Arcane East.

1.1-B: All city-states, cities, villages, towns, and settlements within the Empire must possess at least one temple wherein those faithful to the Lord Father may gather for worship.

1.1-C: All city-states, cities, villages, towns, and settlements within the Empire must recognize the celebrations and holy rites of the Faith and ensure the Faithful are able to participate as they see fit.

CODE 1.2

With the exception of the Umbra, the Red City, holy mecca of the Faith, religious freedom is thoroughly encouraged throughout the Empire.

1.2-A: Religions promoting sexism, racism, bigotry, intolerance, discrimination, or harm against one’s fellow man are strictly prohibited.

1.2-B: Religions denying the divinity of the God-Emperor and His pantheon, or those that seek to directly conflict with the Faith’s teachings are strictly prohibited.
