"Our wonderful general here is quite correct; The core members of our organization hols tremendous power. Such allies are beyond useful, and the friends you make along the way!" He jeered excitedly, listening to every word Khan spoke as they started to make their way to the assembly building proper. "It sounds like there a few tasks we could aide in; I am quite the savant at the arcanum, and know a few tricks that are otherwise extinct. A plan, if I may, could be a rapid transmogrifcation with a hint of animation! I dare say if you have any sketches of quaint little blue...paw prints?...I could make it practically build itself! This will take a great deal of mana so perhaps, in the meantime, our esteemed Generalie Mortis could handle this nasty little squatters." He cocked his head to the side as he looked to his partner for his thoughts and opinions "That of course, going off without a hitch, will bring us on course to hoodwinking a glorious mother of ships!" A positivism about Terracotta as took a seat in the air and sat in mid air. 
"I don't want to bring about the jinx, but I do believe this will be a fantastic partnership!"

As Khan walked into the assembly building with them, he already saw a debate among representatives.The National Assembly, was, after all, a Parliament, and he, alongside his guests, would sit at the top seats. 

'Well, guess what. It is your lucky day! We are in no short supply of paw prints and actual blueprints, because one of the representatives apparently loves animals so much, he uses valuable government paper for these. I should probably thank him for his incredible thought processes..... Though really, I guess this coincidence saved his head, as in any other case, I would not recommend to my staff to print paws on my blue paper.'

Shikai was already considering his options in regards to removing the so-called squatters from their new allies land. The simplest option would be to kill them, but that would probably count as a massacre, and Cain preferred he keep those to a minimum. A quieter method would be to bring one their number under his thrall and then let things take their course. If all went according to plan, he would have a couple dozen new, "Friends," to add to his own ranks. Nobody would notice the disappearance of a bunch of vagabonds; as long as their corpses were never found, people would think they had just moved on.

"Just point me at the problem, and it'll be done before dinner!"

Cool headed, despite there being an argument amongst several representatives, Khan also gave an idea. Seeming to have a hint at what Shikai was thinking, he added:

'Perhaps we can not massacre the ''squatters''....Lately, I have had few instances of actually killing people. That said, I do have a plan for action when we are ready with our new shiny factories. There is a settlement to our Northwest, practically bordering us, and recent intelligence reports have told us of several engagements with it by others, who we associate with our rivals. These rivals, and their community, Externus, have also been dealing with natives, and they have even failed to deal with some of them.'

'What I am saying is: We build those damn factories, and we can bust open that settlement, which is probably less defended now, and could well contain many valuable goodies for our..heist. So, if we strike it, and take it over, we get a lot of resources, and we don't even have to change their repressive ways afterwards! After all, if it makes them profit, it will probably make us profit if we just maintain the status quo there after our assault. Besides, it will cover one of my flanks, and that is always good!'

Khan, remembering one of his old partners-in-crime, murmured:

'I just wish I had some of my old friends around, this would have been much easier with their help....'

Terracotta had taken a seat eagerly as the discussion started as soon as they entered. Khan's representatives continue to bicker among themselves; both suspicious and curious of the foreign dignitaries that had arrived. The estranged man listened to Khan as he spoke and then respectively listening to Shikai, nodding eagerly at his suggestions on how to handle the town. They were indeed excellent tactics! A massacre was a loss in valuable assets, and such things were outrageous to clean up! Terracotta taking a different mask from his belt and looking around the room in curiosity for several moments before placing it back on his belt and joining the conversation once more; beaming a smile at Khan "Well lucky for you there are two new potential friends ready to make your life easier! I am afraid I'm quite an...old soul so the military jargon and tactics are lost on me, but I have been on a bit of a building project of my own so I am feeling quite creative! That is to say if you are agreeable with my methods!" He said eagerly and demonstrated as his chair levitated and from it's legs sprouted more legs; Terracotta now sitting atop a tower of chairs that nearly struck the roof before they collapsed in upon themselves as though a balloon had popped. The mage landing back on the ground gracefully and shaking his hands in showman fashion "If you have the designs and the materials you need used set out, I dare say I can have them all done by this time tomorrow!" He cheered

A message being sent to Shikai's mind as telepathy tethered their thoughts for a moment 
That will leave me quite drained! Think you can handle that little hamlet by your lonesome?

'By all means, go ahead with your construction plan. The paw prints are in the storage room across. The materials are outside, as construction is ongoing.' 

As for the representatives, Khan did not mind the argument. He could always overrule them if he really needed to, the parliamentary system borrowed much from his socialist past. An emergency act could always be passed after all, and he need not ask them about military affairs...speaking of which:

'General Shikai, When do you think we will be ready for an assault on the neighbour settlement, with the intent to take it over and secure the region while we build up our force?'

He weighed his options for a second, then, with a smile, said:

'I should perhaps try to contact some natives of our own...they might prove a valuable asset in the occupation of that place, and perhaps serve me my much-wanted Casus Belli.

"Well, this doesn't seem like it should be much of a chore."

Shikai stared down at the holographic image of the enemy outpost being projected by a small robotic assistant he had picked up in Joran City which he had named Byte. The fortifications looked relatively sturdy; but had obviously been thrown together quickly. Undoubtedly the walls would keep out most of those who might seek to take the base from its current occupants. But the Dead General was far from ordinary, as was his boss. This mission had the makings of a walk in the park.

"How many you see in there Byte?"

"I counted about fifty men, but didn't get a chance to inspect the barracks."

The shinobi offered Cain an easy grin, "Even if there were a hundred, it'd be no problem for us!"

Indeed, Khan would agree with the General here.

'I agree here. While they look prepared, I imagine we just have to cause one breach and they will not be able to patch it up before we can flood it. I say we just line up some guided artillery over there, and bust those walls open. We can then flood the settlement with light and heavy gear, and conduct some minimal air support, just to top it off. Afterwards, we decide our next move.'

Looking back, he fired a flare in the sky. This was a signal for the artillery crew to prepare.
